Fire watch
Somebody walking the building watching for fire because the sprinklers or the alarm are down, ready to call the fire department the moment they see smoke.
A fire watch is one or more people whose only job is to walk a building watching for fire while a fire protection system is out of service, with a way to call the fire department the second they see smoke.
The term covers two different rulebooks that happen to share a name. The one that matters in ITM work: a sprinkler, standpipe, or fire alarm system goes down, planned or not, and the code makes the owner either empty the building or put dedicated patrols on the unprotected floors until the system is back. The other is OSHA's hot-work fire watch, a person posted at welding or cutting to catch stray sparks. Different trigger, different clock, same two words.
Where it comes from
IFC Section 901.7, Systems Out of Service is the version most AHJs enforce. When a required system goes out of service, the fire department and the fire code official get notified immediately, and the building is either evacuated or an approved fire watch is provided. The 2021 edition is specific about the job itself: fire watch personnel carry at least one approved way to notify the fire department, and constant patrol of the premises is their only duty.
NFPA 25 gets to the same place through its impairment chapter, Chapter 15. Once a water-based system is out more than 10 hours in a 24-hour period, the impairment coordinator must arrange one of four mitigations: evacuation, an approved fire watch, a temporary water supply, or a program that removes ignition sources and limits fuel. For fire alarms, NFPA 101 (2012 edition) 9.6.1.6 runs a tighter clock: out more than 4 hours in 24, notify the AHJ, then evacuate or watch. The hot-work version lives in OSHA 29 CFR 1910.252: a fire watcher is required when welding or cutting happens within 35 feet of appreciable combustible material, and the watch holds for at least a half hour after the torch goes cold. That rule applies on your job sites regardless of what the local fire code says about impairments.
On the job
The watch is the owner's duty, but the ITM contractor usually starts the clock. The moment you drain a system for an internal inspection, or red-tag one you found down on arrival, your impairment notice is what tells the owner a fire watch obligation may now exist. Document who you told and when. After a loss, that notice and the fire watch log are the first two documents the carrier and the fire marshal ask for.
What a defensible watch looks like is consistent even where the details differ: a dedicated person with no other duties, patrols on a fixed cycle, a working way to reach the fire department, and a written log. Mishawaka, Indiana's protocol is a typical local version: patrol every affected area continuously, keep the log on site and available to the fire department at all times, and notify the department when the system will be out 8 hours or more. The Iowa memo pins the patrol cycle: the person standing the watch must reach every room at least once every 30 minutes.
The money question shows up when a repair slips. An outside guard service bills around the clock, so a valve job that runs from Friday into Monday means a weekend of paid patrols on top of the repair. That line item, not your quote, is often what gets the owner to authorize overtime and finish the job same-day.
Fire watch versus Fire guard (NYC certificated)
A fire watch is the duty. A fire guard is the credentialed person New York City requires to perform it.
In most of the country the watch can be stood by anyone the fire code official accepts, often trained building staff. In NYC, Fire Code Section 901.7 requires the watch be maintained by fire guards holding an F-01 Certificate of Fitness, the credential FDNY titles Citywide Fire Guard for Impairment. The impairment coordinator or other building staff may cover only the initial 4 hours of a planned removal from service, and only where the affected floor or area stays under 50,000 square feet. Each guard's patrol territory caps at 50,000 square feet, walked at least once an hour.
On a report, "fire watch in place" is not enough in the five boroughs. The log has to show who stood the watch and the certificate that qualifies them.

Where it varies
Who may stand the watch, when it must start, and what gets logged all move with the jurisdiction. Check the adopted code and any local protocol before you tell an owner what the shutdown will cost them.
- Model IFC jurisdictions (most of the country)
- An "approved" fire watch, and approval belongs to the fire code official. Local protocols fill in the blanks: Mishawaka, Indiana requires dedicated personnel with no other duties, continuous patrols, an on-site log, and fire department notification for outages of 8 hours or more.
- New York City
- F-01 certificated fire guards, with a narrow carve-out: building staff may cover the first 4 hours of a planned shutdown where the affected area is under 50,000 square feet. One guard per 50,000 square feet, each floor patrolled at least hourly.
- Healthcare occupancies surveyed by CMS
- Held to the Life Safety Code: a required fire alarm out more than 4 hours in a 24-hour period means notifying the AHJ and either evacuating or standing a watch, with documentation retained for one year.
- Hot work, anywhere
- OSHA 1910.252 controls independently of the fire code: a watcher when welding or cutting runs within 35 feet of appreciable combustibles, held at least a half hour after the work ends.
Worked example
A sprinkler contractor shuts down the wet system in a 60,000-square-foot distribution warehouse at 7 a.m. for a planned obstruction investigation, expecting six hours. The impairment coordinator lines up two trained warehouse staff for patrols anyway and opens the log at shutdown, since the local protocol wants every area covered from the first minute, not the tenth hour. At 2 p.m. a corroded flange turns six hours into overnight, so the coordinator reports the extended impairment to the fire department and the patrols run every 30 minutes until the system is restored and retested the next morning. The contractor's file shows the notice, the tag, and the return-to-service test, which is exactly what the owner's carrier asks for two years later.

- Impairment. The system is out of service, in whole or in part, and cannot be counted on to work in a fire.
- Impairment coordinator. The person the owner puts in charge when a sprinkler, standpipe, or alarm system goes down. If nobody gets named, the owner is it.
- Certificate of fitness. An FDNY card that says one named person passed the test to do one specific task, like standing fire watch. It belongs to the tech, not the company.
- Red tag. A red tag on the riser means the system is out of service and cannot be counted on in a fire.
- AHJ (authority having jurisdiction). The AHJ is whoever can approve or reject the work: sometimes the fire marshal, sometimes the building official, the state, or the insurance company.
