Functional test
A functional test makes the device actually operate and proves the signal landed. If nobody flowed water or tripped anything, it was just a look.
A functional test physically operates a device or system to prove it works, not just that it looks like it would.
Flowing water through the inspector's test connection, tripping a dry pipe valve, putting canned smoke in a detector head, pulling a manual station and watching the panel: those are functional tests. The output is a result, pass or fail, with a signal or a measurement behind it. If nothing physically operated during the visit, whatever happened was not a functional test.
Where it comes from
The idea is codified; the exact phrase is codified in some places and trade shorthand in others. NFPA 25 splits the two activities in its definitions chapter: an inspection is a visual examination that shows the system appears operable, while a test physically exercises it. NFPA 72 uses the words directly in Chapter 14: when an initiating device, notification appliance, or control relay is added to a system, reacceptance rules require it to be functionally tested (2010 edition, 14.4.1.2), and changes to control units tied to the system's executive software trigger a functional test of 10 percent of the system. Washington wrote the split into regulation. WAC 212-80-010 defines inspection as a visual examination to verify the system appears to be in operating condition, and testing as periodic physical checks, naming water flow tests, fire pump tests, alarm tests, and trip tests of dry pipe, deluge, and preaction valves. Appears operable versus proven operable: the definitions themselves carry the whole distinction.
On the job
The word on the paperwork is the whole game. Inspected certifies someone looked. Tested certifies the device operated and the signal landed. NFPA 72 Chapter 14 puts the entire fire alarm system on an annual test cycle performed by an approved servicing company, and that visit is a functional test of the system, not a walk-through with a clipboard.
Functional tests cost more than inspections because they touch the system. The monitoring company gets notified so the test signal does not dispatch trucks, occupants get warned, one tech stands at the panel while another operates devices, and a dry system that trips has to be drained and reset. That is hours, not minutes, and it prices accordingly. It is also the only visit that finds the failures that matter: the stuck vane switch, the dead solenoid, the detector that has never once reported to the panel.
When a functional test fails, you have a documented deficiency or an impairment, and the owner's duties start that day. When a functional test never happened but the report says tested, the contractor owns that sentence. After a loss, the first records pulled are the ITM files, and a signed test report with no flow recorded and no signal logged behind it reads exactly as bad as it sounds.
Modifications reset the clock. Add one detector to a panel and reacceptance rules require it functionally tested before the modified system is accepted; change the site-specific software and every function the change touches gets retested, plus 10 percent of the initiating devices it did not touch, up to 50 devices.
Functional test versus Visual inspection
A visual inspection verifies the system appears to be in operating condition. A functional test verifies that it is. Both are required, on different clocks, and one never substitutes for the other.
- Visual inspection
- Looking. Confirms the control valve is open, the gauge reads in range, the head is not painted over. Output: an observation about appearance.
- Functional test
- Operating. Water flows, the valve trips, smoke hits the chamber, the signal lands at the panel and the central station. Output: pass or fail, with evidence.
The difference that matters on a report: a system can pass every visual inspection it will ever get while stone dead behind the escutcheons. A dead solenoid, a seized vane switch, and an unmonitored waterflow circuit all look fine. Only a functional test catches them, which is why a tag that says inspected tells you almost nothing about whether the system will operate tonight.
Where it varies
Most states adopt the International Fire Code, which hands ITM definitions to NFPA 25 and NFPA 72 as adopted (see adopted edition). The inspection versus testing line then lives in the standards, and any argument about it happens in front of the AHJ.
Washington put the definitions in regulation instead: WAC 212-80-010 separates inspection (visual) from testing (physical checks) for licensed sprinkler work, and the periodic test regime there travels under its own label, confidence testing. Same physical acts, different word on the invoice.
Worked example
A tenant improvement in a strip-mall dental office adds three smoke detectors and a horn strobe to an existing panel. The alarm tech finishes trim-out, eyeballs the new devices, and writes inspected, all OK. Reacceptance under NFPA 72 Chapter 14 required each added device to be functionally tested: smoke in the chamber, signal verified at the panel and at the central station. Until that happens, the panel carries three detectors that have never operated once, behind a tag that says the system checks out.

- ITM (inspection, testing, and maintenance). ITM is the whole program: inspecting the system, testing it to prove it works, and maintaining it so it keeps working, each on its own schedule.
