ITM (inspection, testing, and maintenance)
ITM is the whole program: inspecting the system, testing it to prove it works, and maintaining it so it keeps working, each on its own schedule.
ITM stands for inspection, testing, and maintenance. Three different jobs, three different schedules, one program. Inspection is looking at the system to confirm it appears operable. Testing is making it operate to prove it actually works. Maintenance is the work that keeps it operable, including the repairs the first two turn up.
Search results and sales calls flatten all three into "annual inspection." That flattening is the compliance gap. NFPA 25 assigns each activity its own frequency, from weekly checks to five-year internal assessments. A building that only gets an annual walkthrough is inspected. It is not compliant.
Where it comes from
NFPA 25, the standard for water-based fire protection systems, defines inspection, testing, and maintenance as three separate terms in its definitions chapter and assigns frequencies system by system in Chapters 5 through 13. NFPA 72 does the same for fire alarm systems in its own ITM chapter, Chapter 14 in recent editions. Even the frequency words are defined terms: under NFPA 25, annual is a window of at least 9 and at most 15 months between events, not a calendar anniversary.
The three-way split is codified in state rule too. Washington's WAC 212-80-010 defines each activity separately: inspection is a visual examination to verify the system appears to be in operating condition and free from physical damage, testing is periodic physical checks such as flow tests, pump tests, and trip tests, and maintenance is work performed to keep equipment operable.
On the job
The word that matters on a contract is which of the three you sold. An "annual inspection" agreement priced to walk the riser and check gauges does not include the fire pump flow test, the dry valve trip test, or the five-year internal. When the AHJ or the insurer asks for records, they ask for test records at the required frequencies, not one clean inspection report.
Under NFPA 25 Chapter 4 the program belongs to the owner, not the contractor. The contractor performs what the contract covers; the owner is responsible for making sure every required activity happens on schedule and for correcting what gets found. Inspection and testing produce the deficiency list and the quote. Maintenance is where that quote gets closed out.
The frequency windows are also a scheduling tool. Annual means no fewer than 9 months and no more than 15 between events; quarterly means at least 2 and at most 4. A pump test performed in month 16 is not late paperwork. It is a missed frequency, and it shows on the next report.
ITM (inspection, testing, and maintenance) versus Inspection
An inspection is the visual third of ITM. You verify the system appears to be in operating condition and free of physical damage. You do not operate anything. ITM is the whole program: the looking, the operating, and the fixing, each on its own clock.
The difference shows up on the report. An inspection can come back clean on a system that fails its next functional test, because gauges that read right say nothing about whether the pump starts under load or the dry valve trips. When a proposal or a records request says "inspection" where it means the full program, the untested majority of the system is what falls through the gap. Washington sidestepped the confusion by naming the whole program confidence testing.
Where it varies
The three-way split is uniform in the model standards, but the packaging varies by state. Washington writes its own definitions into WAC 212-80 and calls the program confidence testing. Which frequencies bind on a given building depends on the adopted edition of NFPA 25 in that jurisdiction, and local amendments can add reporting requirements on top.
Worked example
A self-storage operator signs a $500 "annual sprinkler inspection" agreement and considers the building handled. Three years in, an insurance auditor asks for the fire pump test records and the five-year internal assessment. The file holds three clean inspection reports and nothing else. The gap is not the contractor's paperwork. It is two thirds of ITM that nobody was ever hired to perform.

- NFPA 25. The standard that tells you how often to inspect, test, and maintain sprinklers and every other water-based fire protection system once it is in service.
- Functional test. A functional test makes the device actually operate and proves the signal landed. If nobody flowed water or tripped anything, it was just a look.
