Supervisory signal
The panel telling you something it watches is off normal, usually on the sprinkler side: a closed valve, low air, a pump problem. The alarm system itself is fine.
A supervisory signal is the fire alarm panel reporting that something it watches is off normal, most often the sprinkler system: a closed control valve, low air pressure on a dry pipe system, a fire pump that lost power.
The alarm system itself is working. That is the whole point of the category. The panel supervises other fire protection equipment through valve tamper switches, pressure switches, water level and temperature switches, and fire pump monitors, and a supervisory signal means one of those watched conditions has left its normal range. On most panels it shows as a yellow indicator, which is exactly why it gets mistaken for a trouble signal.
Where it comes from
NFPA 72, the National Fire Alarm and Signaling Code, sets the category in its definitions chapter. The 2019 edition files the condition definitions under 3.3.61: a supervisory condition exists when equipment the panel watches on behalf of another system has left its normal state, and the supervisory signal is the report of that condition. A trouble condition, by contrast, traces to a fault inside the alarm system itself.
The model building and fire codes carry the same split. The 2000 International Building Code and International Fire Code define a supervisory signal as one showing that action is needed on something under supervision: guard tours, fire suppression systems or equipment, or maintenance features of related systems. IBC section 903.4.1 requires alarm, supervisory, and trouble signals to be distinctly different from each other and automatically transmitted to an approved supervising station, unless the building official approves an audible signal at a constantly attended location instead.
On the job
The stakes are asymmetric. A valve tamper supervisory can mean the building has no sprinkler protection right now. If the valve is closed, the system is out of service and impairment procedures under NFPA 25 apply: notify the owner, the fire department, and the insurer, and cover the outage, with a fire watch if it runs long. A supervisory that sits acknowledged and ignored on the panel is how a building runs for weeks with a dry riser.
Monitoring treats the two signal classes differently. On an alarm signal, central station monitoring dispatches the fire department. On a supervisory, the station calls the designated contact list. So the real response depends on whether the person who answers the phone understands what a closed valve means. Plenty do not.
For an ITM contractor the discipline is procedural. Put the account on test with the central station before you close a valve or shut down a pump, and confirm every supervisory has restored to normal before you leave. An unrestored tamper signal after a Friday inspection is a Monday phone call at best and an undetected outage at worst.
Supervisory signal versus Trouble signal
A trouble signal means the fire alarm system itself has a fault: a ground fault, a dead battery, an open circuit, a failed communicator. A supervisory signal means the alarm system is healthy and something it monitors is off normal.
The difference is what can go wrong next. A trouble means the panel might fail to report a fire. A supervisory, like a closed control valve, can mean the sprinklers will not flow water at all. One is a threat to notification, the other can be a live impairment of suppression.
On a report the split is just as clean. A trouble starts a service ticket on the alarm system. A supervisory starts a walk to the riser, because you may be about to document an impairment, not a repair.

Worked example
A fit-out crew on the third floor of an office building closes the floor control valve to swap two sprinkler heads and never reopens it. The tamper switch sends a supervisory signal, the central station calls the property manager, and the property manager acknowledges the call and moves on. The floor runs eleven days with no water above the ceiling until the sprinkler contractor's quarterly visit finds the valve, reopens it, and writes the event up as an impairment. One yellow light on the panel was the only warning the whole time.
