Trouble signal
The panel is saying something is wrong with the alarm system itself, like a dead battery or a cut wire, not that there is a fire.
A trouble signal is the fire alarm panel reporting a fault in the system itself: lost AC power, a low or dead battery, a broken wire, a ground fault, or a failed communication path.
It is the system checking its own health. The panel shows it as a yellow indicator with a steady beep, and on a monitored system it also transmits to the central station. A trouble does not mean fire and it does not mean evacuate. It means the system cannot be fully trusted until someone finds the fault and clears it.
Where it comes from
NFPA 72, the National Fire Alarm and Signaling Code. Chapter 3 defines a trouble condition as an abnormal condition in the system caused by a fault; in the 2019 edition that definition sits at 3.3.61, next to the definitions for alarm and supervisory conditions. The code also sets a pecking order for what the panel displays when signals stack up: alarm outranks pre-alarm, pre-alarm outranks supervisory, and supervisory outranks trouble, as Consulting-Specifying Engineer lays out. The signal type is chosen for the response the condition needs, not for the device that generated it.
On the job
The panel beeps, someone presses silence, and the yellow light stays on. That is the failure mode to avoid. Silencing kills the sound, not the fault, and the fault has teeth: a communication trouble can mean the central station will never receive an alarm, and a battery trouble means the panel will not ride out the next power outage.
The money favors acting early. A trouble reported the day it appears is a scheduled service call, and the tech arrives knowing what part to bring. The same trouble ignored becomes an after-hours emergency call, or a documented finding at the next ITM visit or functional test. Central stations log every trouble they receive, so a panel that sat in trouble for three weeks is a matter of record, which is an uncomfortable fact to explain after a loss.
The usual culprits, per Koorsen's rundown of common troubles: batteries at end of life, loose power connections, ground faults after storms, and phone line changes, especially a copper-to-VoIP switchover the communicator was never set up for. Two habits worth enforcing in any building: never disconnect batteries or circuits to stop the noise, and when you call your service company, read them exactly what the display says. Most panels name the fault and the zone or address, and those two lines can turn a diagnostic visit into a repair visit.
Trouble signal versus Supervisory signal
Both show up yellow at the panel and both get shrugged at. The split is simple. A trouble signal means the alarm system itself has a fault. A supervisory signal means the alarm system is healthy and is reporting that something it watches has gone off-normal: a closed sprinkler control valve, low air pressure on a dry system, a fire pump problem.
The difference shows up in who gets dispatched and what the report says. A trouble sends a technician to the panel, the wiring, the power supply, or the communicator. A supervisory sends someone to the protected system, and a closed-valve supervisory can mean the sprinklers are out of service, which is a bigger problem than a beeping panel. NFPA 72 ranks them accordingly: when both are present, supervisory displays above trouble.

Worked example
The panel at a mid-size medical office starts a steady beep on Friday afternoon and reads AC POWER TROUBLE. The office manager silences it and locks up for the weekend. The batteries carry the panel for about a day, then die, and the monitoring company logs a communication failure Saturday night, so the building spends the rest of the weekend unmonitored. The actual fault was a tripped breaker that a maintenance tech could have reset in five minutes on Friday.
